Plain-language change summary

The amendments to SB 640 establish a special revenue account specifically for the Tobacco Cessation Initiative Program, which will be managed by the Director of the Bureau for Public Health. This change is significant because it allows funds to be used directly for tobacco cessation efforts without needing annual legislative approval for each expenditure. Additionally, any unspent money in the account at the end of the fiscal year will remain available for future use, rather than being returned to the general fund. Overall, these updates aim to enhance the program's efficiency in combating tobacco use and supporting public health.
