Plain-language change summary

The recent amendments to SB 376 removed a section that restricted the sale and use of studded tires and chains, making it clear that while the commissioner can set specifications for these items, they cannot outright ban them in West Virginia. The amendment also clarifies that local authorities can grant special permits for operating certain types of agricultural machinery on highways. This change matters because it allows more flexibility for farmers and the use of specific equipment on roads while ensuring safety regulations remain in place.
