Plain-language change summary

The recent amendment to Bill SB 89 clarifies which programs run by county parks and recreation commissions can be exempt from licensing requirements. It specifies that certain educational programs operated by accredited nonpublic schools are also exempt from these requirements. This change is important because it aims to simplify regulations for local organizations, allowing them to offer education programs without needing a license, potentially increasing access to community services and preserving resources.
