The recent amendment to Bill SB 10 clarifies the licensing process for racetracks that want to offer West Virginia Lottery table games. Specifically, it emphasizes that these racetracks must have valid licenses and meet certain requirements before they can operate. Additionally, it introduces stricter regulations on management contracts, ensuring that no one other than the licensee can manage the games without proper approval. These changes aim to create a more structured and transparent framework for operating gaming activities at racetracks, which is important for maintaining oversight and ensuring compliance with state laws.
