Plain-language change summary

The changes in SB 5017 simplify the language surrounding procurement processes for school construction projects by removing references to "personal service contracts" and focusing instead on contracts for construction management and similar services. The goal of these amendments is to clarify existing laws to ensure that they match up with other public works requirements, helping to streamline the bidding and contracting practices for school districts. This matters because clearer guidelines can make the process more efficient and consistent, ultimately benefiting school construction projects and their budgets.
