Plain-language change summary

The amended bill HB 4305 now allows individuals classified as "economic development participants" to qualify for in-state tuition rates at West Virginia state colleges and universities. This change shifts the wording from "shall be construed" to "may be construed," providing some flexibility in interpretation. This matters because it could make higher education more accessible to people who contribute to economic development, potentially attracting more residents and fostering local growth.
