The updated version of HCR 77 specifies that the study of alternative education programs will focus on their establishment at all educational levels—elementary, middle, and high school—across counties that currently do not have such programs. This change matters because it broadens the scope of the study to consider all grades, ensuring that a comprehensive plan can be developed to support at-risk students from an earlier stage in their education. By addressing the needs of students at each level, the resolution aims to promote better educational outcomes and reduce the number of students who struggle within traditional school settings.
