Plain-language change summary

The latest version of Bill HB 5331 now requires individuals operating motorboats or personal watercraft in West Virginia to have either a valid driver's license or a boating safety education certificate. Previously, the bill only mandated a valid driver's license, removing the option of having a boating education certificate. This change is significant as it enhances safety on the water by ensuring that boat operators are educated in boating safety, potentially reducing accidents and increasing responsibility among boaters.
