Plain-language change summary

The updated version of HB 5127 now permanently includes Potomac State College of West Virginia University in the "Learn and Earn Program," rather than just for a limited three-year period. Additionally, the language describing the program as a "pilot" has been removed, signaling the state's commitment to a long-term investment in this initiative. This change matters because it provides more stability and opportunities for students at Potomac State College to participate in the program, which aims to enhance workforce development and educational outcomes.
