Plain-language change summary

The amendment to SB 217 introduces a new section that allows state and local agencies to set a maximum budget for construction projects. If bids exceed this budget, agencies can negotiate with the lowest qualified bidder but must keep the budget confidential before awarding the contract. This change is important as it aims to give public agencies more flexibility in managing project costs, potentially leading to significant savings and increased efficiency in government construction contracts. Additionally, the provisions will expire at the end of 2029, prompting future review and potential adjustments.
