What changed in the latest version

The latest version of SB 5860 has clarified a few points regarding water rights. Notably, it has removed a provision that deemed certain water right holders as having provided notice under a previous law, simplifying the process for those individuals. Additionally, it maintains existing rules about transferring water rights specifically within the Odessa subarea, which helps prevent potential complications or disputes over water access in that region. These changes are important because they seek to streamline regulations and ensure the fair use of water resources.
