Vaughan, a hardworking employee of the City of Virginia Beach, dedicated O leader of the Virginia Beach 4-H, and a beloved member of the Pungo and Virginia Beach communities, L died on August 1, 2023;
and C WHEREAS, Donna Vaughan devoted more than 40 years to the City of Virginia Beach as a member E of the locality's finance department, earning a city manager's award for excellent performance in 2003;
