Plain-language change summary

The updated version of HB 852 clarifies that local governments can create ordinances related to the billing practices of volunteer fire departments. Specifically, it now explicitly states that these ordinances can include billing property owners for both fire department services and support for emergency medical services. Additionally, the certification requirements for young firefighters are retained without requiring re-certification, which is important for retaining youth involvement in volunteer fire services. These changes aim to streamline funding processes for fire and medical services while supporting youth participation.
