Plain-language change summary

The amendments made to Bill HB 1417 strengthen the requirements for contractors in Virginia regarding workers' compensation. Now, local governments must ensure that contractors provide written certification proving compliance with workers' compensation laws when applying for or renewing their business licenses. It also mandates that the Virginia Workers' Compensation Commission will conduct periodic audits of these contractors to verify compliance. This change aims to protect workers and ensure that all contractors are properly insured, enhancing workplace safety and legal accountability.
