Plain-language change summary

The updated version of Bill HB 1600 introduces a new section on "exemption from registration and reporting," which was not present in the earlier draft. Additionally, it expands the definition of "campaign consultant" to include a broader range of services, specifically mentioning political, strategic, advisory, or fundraising assistance. These changes are important as they clarify the types of services included under this definition and provide more detail on who may be subject to registration and reporting requirements, potentially affecting campaign finance transparency.
