Plain-language change summary

In the latest version of Bill HB 2265, the requirements for creating nonbuilding lots have been simplified. The original language allowed for the division of property into multiple nonbuilding lots with specific conditions, but now it focuses on a single nonbuilding lot with a waiver from the Department of Environmental Protection. This change is significant as it streamlines the process for landowners, making it potentially easier to create nonbuilding lots, which could help promote land conservation efforts.
