Plain-language change summary

The recent changes to Bill SB 2 clarify the definition of a "low-achieving public school" by specifically naming the tests used to evaluate schools, such as the Pennsylvania System of School Assessment and Keystone Exams. Additionally, the term "STATE ACHIEVEMENT TEST" was introduced to encompass a broader range of assessments that may be required under state law. This clarification is important because it sets clearer standards for defining underperforming schools, which could influence how education funding and resources are allocated to support struggling students.
