Plain-language change summary

The amendments to HB 928 change the penalties for certain prohibited acts related to controlled substances. Instead of facing potential imprisonment and a fine of up to $500 for first or second offenses, individuals will now be charged with a summary offense and pay a fine of up to $300. For third or subsequent offenses, a misdemeanor charge will apply with a higher fine limit of $1,000. These changes aim to reduce the consequences for minor infractions while still imposing penalties for repeated offenses, emphasizing a more rehabilitative approach rather than punitive.
