Plain-language change summary

The bill has been amended to change the requirement for Senate approval from a two-thirds majority to a simple majority for certain decisions. This matters because it makes it easier for the Senate to approve these decisions, potentially streamlining the legislative process. Additionally, the language has been clarified by removing the term "municipal" before "election," which could simplify the understanding of what types of elections are being referenced.
