Plain-language change summary

The bill HB 1849 has been updated to include a new section that defines a "recorder" in the context of coal mining. This role involves a person designated by the mine operator, responsible for logging the mine examiner’s assessments of the underground conditions. Additionally, language has been clarified regarding how mine examiners report their findings, ensuring records are securely kept and protected. These changes are important because they enhance accountability and the integrity of safety records in coal mining operations.
