Plain-language change summary

The updated version of Bill SB 586 now focuses on developing a comprehensive incentive plan for West Virginia veterans instead of simply mandating a 50 percent reduction in fees. This change allows for a broader range of discounts and incentives at state parks and forests for veterans, promoting more extensive use of these facilities. Additionally, the bill outlines the process for creating this plan and specifies the definition of a veteran, ensuring clarity about who qualifies for these benefits. This matters because it offers more flexibility and potential benefits for veterans, encouraging them to enjoy the state's natural resources.
