The Department of Education shall submit a list of all scholarship foundations and scholastic assistance organizations that received donations for which tax credits were issued under this article to the Chairmen of the House and Senate Finance Committees no later than December 1 of each year.
As a condition for qualification by the Department of Education, a scholastic assistance organization included on the list published annually by the Department of Education pursuant to § 58.1-439.27 shall disburse an amount equal to at least 90 percent of the value of the donations it receives for which tax credits were issued under this article during each 12-month period ending on June 30 by the immediately following June 30 for scholastic assistance.

That the provisions of this act shall not become effective unless an appropriation effectuating the purposes of this act is included in a general appropriation act passed in 2019 by the General Assembly that becomes law.
