Plain-language change summary

The recent amendment to Bill HB 2425 increases the cap on administrative costs for the Pennsylvania Economic Development Financing Authority from 0.02% to 0.2% of the bond proceeds over the program's lifetime. This change allows for a larger portion of funds to be used for program management, which could enhance the efficiency of delivering grants and loans to eligible projects. Increasing the administrative limit matters because it may improve the program's effectiveness in supporting economic development initiatives throughout Pennsylvania.
