Plain-language change summary

The latest version of Bill SB 1118 has removed the requirement for individuals to respond to a citation before paying any fines, restitution, or penalties. Instead, the focus is now solely on the obligation to pay these amounts. This change matters because it simplifies the process for individuals by eliminating an additional step, potentially making it easier for them to comply with financial obligations imposed by the court or issuing authority.
