Plain-language change summary

The latest version of Bill SR 116 adds the phrase "and other energy" to specify that the study will cover not just electricity, but also other energy markets in Pennsylvania. It also clarifies that delivery charges are billed to customers by distribution companies instead of utility default service providers. These changes aim to broaden the scope of the study to better address consumer protections and billing transparency in the overall energy market, which is important for informing future policies and ensuring fair pricing for consumers.
