The amendment has added the text "Public Law 119-66" and a note indicating that the act was approved on December 26, 2025. It clarifies the law's intent by including the title "Congressional Award Program Reauthorization Act." This matters because it officially designates the bill as a reauthorization of an existing program, providing a clearer context for its purpose and ensuring its effective date is applied retroactively to October 1, 2023.
