Plain-language change summary

The updated version of Bill SB 1396 has replaced the previous engrossed lines with new enrolled lines. This change indicates that the language has been finalized for approval, which is an essential step in the legislative process. The transition from "engrossed" to "enrolled" typically means that the bill has gone through revisions and is now ready for the final voting stage.
