Plain-language change summary

The amendment to Bill HB 5002 removes an exemption for retired certified teachers who wish to work as substitute teachers from being required to undergo fingerprint-based criminal history checks. This means that even if a retired teacher has not had a gap in their certification, they will now need to authorize a background check like other applicants. This change is important because it aims to enhance the safety of students by ensuring that all individuals working in schools have been thoroughly vetted for any criminal history, thereby helping to maintain a secure learning environment.
