Plain-language change summary

The latest version of SB 409 removed a section that allowed municipalities to establish special service areas for energy conservation if 100% of property owners agreed. Instead, it focuses on new sections that were added without specific mention of energy conservation service areas. This change means that the proposed measures for energy conservation now have less emphasis and potentially fewer avenues for implementation, which could impact communities looking for ways to improve energy efficiency.
