Plain-language change summary

The latest version of SB 439 has changed from a proposal to amend existing tax laws regarding wind power projects to a bill that entirely repeals those specific tax regulations. Previously, the bill aimed to clarify the tax treatment of wind projects as pollution control facilities, while the new approach removes that categorization altogether. This change is significant as it means that wind power projects will no longer benefit from any special tax considerations under West Virginia law, potentially impacting their financial viability and attractiveness to investors.
