The amendment to SB 183 adds a requirement that the governor must submit plans for spending federal COVID-19 funds to the Joint Committee on Finance for review. If the committee does not respond within 14 working days, the governor can proceed with the plan; otherwise, the plan must be approved by the committee first. This change enhances legislative oversight of federal funds, ensuring that the spending aligns with the interests of the state and its constituents. It matters because it increases transparency and accountability in how COVID-19 funds are allocated and used.
