The changes made to SB 5858 involve the introduction of a new tax specifically on homeowners' and commercial property insurance premiums, which will be set at 0.02% of the total premiums collected. The tax proceeds will be directed to the military department's active state service account to support military operations and disaster response efforts. This adjustment is significant because it creates a new funding source specifically for military-related expenses, which could enhance the state’s preparedness and response capabilities in emergencies.
