Plain-language change summary

The amendment to Bill SB 5400 revised the timing of benefit increases for retirees from the public employees' and teachers' retirement systems. Most notably, the effective date for a 3% increase for those receiving benefits shifted from July 1, 2019, to July 1, 2020. This change matters because it addresses the timing of financial support for retirees, allowing for a more delayed implementation of the benefit increase, which could affect their financial planning and stability.
