Plain-language change summary

The recent amendment to the bill allows any locality in Virginia, not just the City of Richmond, to create a community revitalization fund aimed at combating neighborhood deterioration. This change broadens the funding opportunities for various localities, enabling them to support improvements in residential structures, infrastructure, and the acquisition of blighted properties. This matters because it gives more communities the resources they need to revitalize and enhance their neighborhoods.
