Plain-language change summary

The updated version of the bill SB 216 now includes a clear designation for the funds from the special license plates, specifying that $15 of the $25 fee will go directly to the Virginia American Revolution 250 Commission to support its operations and programs. Additionally, there is a change in how the funds are referred to: instead of a "special nonreverting fund," it now mentions payments going into the "state treasury established within the Department of Accounts." These changes clarify the financial flow and ensure that a significant portion of the fees collected will support local activities related to the anniversary, which is important for promoting community events and historical education.
