Plain-language change summary

The recent changes to SB 461 establish a Forestland and Urban Tree Canopy Conservation Plan to protect forests in Virginia. It now emphasizes the need for the Department of Forestry to consider sensitive natural areas during the planning process and involves a systematic review of forest conditions, conservation challenges, and priorities. This matters because it aims to create a more comprehensive approach to forestry management, which can help tackle issues like climate change and biodiversity loss while promoting the health of Virginia's natural landscape.
