Plain-language change summary

The amendment to HB 1083 removes a provision that allowed proceeds from the sale or lease of city-owned off-street parking properties to be used to pay down remaining balances on any related bonds or financing contracts. This change simplifies the conditions under which cities can sell or lease these properties, as they will now only need to ensure that all financing for the properties has been fully paid off, without specifying how proceeds can be used. This matters because it may streamline the process for cities to dispose of these properties, ensuring greater clarity in dealing with city-owned assets.
