Plain-language change summary

The amended version of Bill SB 541 updates the criteria for cities eligible to host casino gaming in Virginia. The main changes include removing specific language about required population decreases and clarifying the details for more cities to qualify based on their economic conditions, such as unemployment and poverty rates. This is important because it allows more cities facing economic challenges to potentially benefit from casino revenues, which could support local economies and job creation.
