The revised version of Senate Bill 78 has replaced the term "authorization" with "express approval or express consent" to clarify the relationship between candidates and their campaign committees regarding campaign advertisements. This change emphasizes that there must be clear communication and agreement on campaign strategies and expenditures. The update is significant because it aims to ensure transparency and accountability in campaign financing, helping to prevent any misunderstandings or misuse of funds in the election process.
