Plain-language change summary

The revised version of Bill SB 5748 establishes the "defense community infrastructure account" but changes how funds can be spent. It clarifies that expenditures from this account must require an appropriate allocation, ensuring more accountability in how state funds are used. This modification is significant because it emphasizes responsible budgeting, making sure that local governments have dedicated matching funds before accessing state money for projects near military installations. This process aims to support necessary infrastructure while fostering community partnerships and aligning with federal military needs.
