Plain-language change summary

The recent amendment to the bill clarifies the ownership details of Fort Monroe in Hampton, Virginia, confirming that both land and utility services are owned by the Commonwealth. The previous version included language about ownership being validly vested in either the Commonwealth or the Fort Monroe Authority, which could create confusion about authority over the property. This change is important as it solidifies the Commonwealth's ownership rights, helping to prevent potential legal disputes and ensuring smooth management of the property and its utilities.
