Plain-language change summary

The latest version of SB 593 changes the focus from implementing an "area cost-of-living salary adjustment policy" to developing an "area market rate salary adjustment policy." This shift emphasizes aligning salaries with market rates rather than just adjusting for cost of living. It matters because addressing market competition can help retain public employees in areas with higher economic growth, ensuring that salaries are more competitive with both public and private sector jobs, which is essential for maintaining a stable workforce.
