Plain-language change summary

The revised version of SB 412 updates the requirements for rabies vaccinations in Virginia by ensuring that the animal owner receives a vaccination certificate from the veterinarian and that the certificate is kept on file by the veterinary facility. Additionally, it emphasizes that local health department approval is necessary for rabies clinics and clarifies who can provide proof of vaccination. These changes matter because they help ensure better record-keeping and compliance, making it easier to track rabies vaccinations for pets and promote public health safety.
