Plain-language change summary

The amendment to Senate Resolution 145 changed the name from "Allan Roberts" to "Allan 'Cotton' Roberts" and clarified his connections to the Gate City community. It also expanded on his contributions, such as detailing his involvement in local businesses and his role as a community leader on the Town Council.
