Plain-language change summary

The updated version of Bill SB 39 clarifies the definition of "owner" in relation to real property assessments, specifically addressing how ownership is determined in cases involving family trusts. It now specifies that the person using the property for residential purposes is considered the owner, which helps to ensure that those living in family trusts can benefit from the legislation. This change is important because it provides clearer guidelines about property ownership, making it easier for people to understand their rights and responsibilities regarding taxation and occupancy.
