Plain-language change summary

The revised version of SB 303 specifies that West Virginia law enforcement agencies must submit ballistics data to the National Integrated Ballistic Information Network for firearms alleged to be involved in specific violent crimes, domestic violence, or drug-related offenses. The language is more precise, replacing general terms like "violent crime" and "domestic disturbance" with specific legal definitions, which helps ensure clarity in enforcement and reporting. This change matters because it aims to improve the tracking of crime-related firearms, potentially leading to better identification of offenders and enhanced community safety.
