Plain-language change summary

The amendment to SB 1064 introduces a new section that allows insurance companies to obtain a nonrepairable certificate for certain vehicles without needing to first secure a title or salvage certificate. This change focuses on vehicles that will be recycled for parts or scrap, streamlining the process for insurers when handling nonrepairable vehicles. This matters because it simplifies the regulatory requirements and could potentially speed up the recycling process, benefiting both insurers and auto recyclers.
