The updated version of House Bill 3198 has been changed from its original introduction to a committee substitute. This means that the bill has been revised and reworked by a committee before it goes to the full legislature for consideration. This matters because committee substitutes often include adjustments and improvements based on expert feedback or public input, which can make the final legislation more effective or better aligned with the needs of the community.
