Plain-language change summary

The amendment to SB 1121 clarifies the definition of coal mine methane and specifies that the Department of Energy will evaluate policy options to encourage its capture and beneficial use. It removes references to impediments to coal mine methane qualifying for carbon offset markets and adds a focus on the environmental benefits and economic development potential of this capture. The Department is required to report its findings and recommendations to specified officials by November 15, 2023. This matters because it shapes the Department's evaluation and the scope of its report regarding coal mine methane's role in reducing emissions and supporting economic development.
