Plain-language change summary

The updated version of SB 1388 now clearly outlines that the Virginia Institute of Marine Science (VIMS) must work with specific advisory committees and stakeholders to develop their research plans on menhaden populations. It also sets a firm deadline of September 1, 2023, for VIMS to report its findings to key state officials. These changes emphasize collaboration and ensure that the study's methodology and costs are addressed upfront, which is important for transparency and effective management of marine resources.
